    The Environmental Compliance Officer will ensure new and existing programs are compliant with all federal, state, and local environmental, health & safety standards. He/she will establish and track progress of departmental goals while identifying opportunities for strengthening sustainability in campus operations. Additionally, he/she will supervise, mentor, and evaluate performance for staff comprised of Environmental Services Manager and 5 supervisors.

    Responsibilities

    • Management of the DFCI Environmental Services contract which includes:
      • Effective fiscal and operational management, general resource allocation and communication.
      • Supporting and maintaining chemical and equipment standardization, including testing and recommending products and equipment to improve effectiveness and efficiency. 
      • Goal setting and quality improvement.
        • Ensuring compliance with appropriate infection prevention, safety, OSHA, Joint Commission, Life Safety, Quality Improvement, and other regulatory standards.
        • Ongoing standardization and maintenance of departmental policies and procedures.
        • Ensuring waste reduction and management efforts. 
        • Institutional recycling initiatives 
    • Oversight of key EH&S Programs:
      • Environmental Management System (EMS), the framework that assists DFCI to achieve environmental goals through consistent control of operations. This includes managing the Waste Minimization and Pollution Prevention Program and written Waste Minimization Manual which provides institutional guidance to reduce the use of toxic materials, and manage and reduce solid and hazardous wastes; membership in EPA Wastewise Program, Practice Greenhealth and Healthier Hospitals Initiative - industry protocols for environmental standards. 
      • Industrial and Occupational Hygiene Program; Conduct occupational risk assessments, industrial hygiene exposure monitoring; implement appropriate controls, as required.
      • Respirator Program; assess need and provide respiratory protection, training and record keeping for DFCI workforce
      • Indoor Air Quality Program; ensure a healthy and comfortable indoor environment for patients and workforce.
      • Hazard Communication; provides information to the workforce on hazards associated with products and chemicals. This includes the adoption of the Globally Harmonized international standard and distribution and maintenance of Safety Data Sheets and auditing each area to ensure SDS books are up to date, accurate and available. 
    • Ensure quality and adherence to environmental regulatory standards:
      • Massachusetts Water Resources Authority (MWRA); manage quarterly sampling, reporting, and maintenance of DFCI's pH neutralization systems. 
      • Massachusetts Department of Environmental Protection (DEP); manage all DEP permits, amend permits as necessary. Maintain DFCI's Contingency Plan and Tier II Community Right to Know submittals. 
      • Supervise institutional compliance with Environmental Protection Agency (EPA) regulations associated with the Clean Air Act. Submit registrations for new and existing emissions sources. File Clean Air Act Emission permits, inventories and reports. Supervise the maintenance of Emergency Generator Logs. Write and maintain Refrigeration Policy and ensure compliance with chlorofluorcarbon (CFC) management with HVAC department. 
      • Supervise institutional compliance with EPA regulations associated with the Clean Water Act. Oversee stormwater management. Manage underground and aboveground storage of oil and waste oil to ensure compliance with federal statute. Oversee oil spill prevention and management program. Maintain oil spill clean-up equipment. Write and amend the DFCI Spill Prevention Countermeasure and Control Plan.
    • With other members of EH&S, implement and conduct training programs which contribute to the compliance of environmental and safety management: includes but is not limited to New Employee Orientation, Laboratory Safety Orientation, Annual OSHA trainings, others as needed.
    • Maintain EH&S intranet and internet web pages. 

     

    Qualifications

    • Bachelors science degree required, BS Industrial Hygiene or Environmental Sciences preferred. CHMM preferred but not required.
    • At least 5 years experience in Environmental Health and Safety. Understanding of Environmental Services requirements in a clinical environment. 
    • Ability to evaluate worksites for potential hazards, conduct necessary monitoring, write reports and relate information to all levels of DFCI staff.
    • Ability to determine chemical characteristics of the waste handled and inspected. Understand and comply with regulations and agencies such as RCRA, OSHA, EPA, DOT, MADEP, and BFD Standards.
    • Able to clean hazardous material spills and wear an SCBA.
